This error occurs, because the Allegiance installer is outdated at the moment and incompatible with certain .net versions.

Solution

Download http://downloads.alleg.net/asgs/asgs.zip . Unzip it and move the contained files to your Allegiance installation folder, usually c:\program files\microsoft games\Allegiance . Overwrite the old files.
