Garrisons are the most important station for a team because they are required before any other techbase can be built. They are also the only techbase that miners can unload at, and of course being a techbase it allows you to research new technology.
Every team starts with one in the centre of their home sector and often this is the only garrison in the game, as they are very expensive to build. A team would only do so if they needed to build a new techbase, or perhaps research bombers.
Garrison technology
Garrison is a support techpath and combined with the fact that the opposing team can always steal and use any garr tech you invest in, it is often not invested in heavily. The garrison allows you to research bombers, enhanced miners and/or constructors, small and medium shields, and a few pieces minor tech.
It may be upgraded to a starbase which will allow you to research advanced and heavy scouts, heavy bombers, gunships, teleport probe 1, and the advanced versions of the minor tech.
