Around the primary garrisons and the bordering sectors each team has twice as many he3 rocks compared to "normal" sectors, while these sectors have no tech rocks.
In the sectors near the primary garrisons there are no tech rocks but twice as many he3 rocks. Around the secondary garrisons there are no he3 rocks but twice as many tech rocks.  


Tech rocks can only found in the bordering sectors of the secondary garrisons and you find two time more of them in there, than within normal secotrs. There are no he3 rocks within this area.
