Around the primary garrisons and the bordering sectors each team has twice as many he3 rocks compared to "normal" sectors, while these sectors have no tech rocks. Tech rocks can only found in the bordering sectors of the secondary garrisons and you find two time more of them in there, than within normal secotrs. There are no he3 rocks within this area. The six neutral sectors in the middle have "normal" amount of he3 rocks and no tech rocks.
