Source release

Many thanks must go out to Solap, one of the original Allegiance developers, for persuading Microsoft Research to release the source code to the Allegiance community in 2004. Since then volunteer developers have worked to update the code, fix bugs, and bring back the Allegiance Zone features that Microsoft removed when they stopped supporting Allegiance.
