A player's conservative rank is a convenient way of expressing a player's skill rating as a single number. A good analogy for conservative rank is 'we are 99% certain the player is not less skill than this'.

Conservative rank is the rank that is displayed in-game.

If you're a new player the system isn't too sure about what your rank is, so it deducts an amount from your rank proportional to the uncertainty about your rank. As you play more games the uncertainty factor decreases, and ConRank more closely matches your true rank.
